Thanks to Colin Grimes for identifying this lamp as one intended for military use - the code '5L 9966771' (not visible here) is a military NATO number, listed in the Defence Standards (DEFSTAN) publication which is described as 'N.S.N. 6240-99-996-6771, Mercury Lamp - Street Lighting, 200/250 V, 400 Watt, E40 cap, Clear'. Another code, '16MU' is the Military Unit for RAF Stafford where the NATO stores are based.
