What I think happened: The column was struck by a vehicle; it is located on a central splitter for vehicles entering or exiting the roundabout. For traffic heading towards the roundabout, the splitter is approached from something of a blind bend, and this, combined with the slight camber of the carriageway, and a driver's unfamiliarity with the road, can lead to vehicles skidding, as has seemingly happened here. Although leaning, the column is relatively undamaged, though the two Arc lanterns have lost their canopies. The adjacent Keep Left bollard top is also missing. The column was previously replaced in around 2006 after again being struck by a vehicle. This previous column supported two Philips MA 50 135 W SOX lanterns.

Although not obvious here, the facing lantern's optic showed signs of water ingress as a result of the missing canopy.

 

The right-hand lantern's capacitor is visible on the exposed gear tray.
